Paisajes costeros en el tejido urbano de Riohacha: Arquitectura para la transición

Abstract

La modificación del borde costero en la ciudad de Riohacha, es consecuencia de un mal manejo del modelo de planificación y usos de suelo del territorio, evidenciándose un desequilibrio a nivel paisajístico y déficit de infraestructura urbana, por tal razón se ha propiciado una ruptura a nivel físico-espacial del paisaje y del territorio. En este sentido en relación con el tramo urbano, delta del río y el borde marítimo de la ciudad, se busca rescatar todas las características de paisaje natural y cultural de la ciudad, es por esto que se propone realizar una propuesta estratégica la cual incluya un diseño urbano paisajístico que busca la materialización de la experiencia del peatón a través de cada uno de los recorridos de la propuesta, para lograr esto se realiza a partir de la incorporación de las unidades paisaje, las cuales permiten una reinterpretación de cada una de las zonas del área de intervención, de esta manera se avanza en un esquema de diseño el cual responda a las necesidades de cada tramo. Durante el proceso se identifican las unidades de paisaje de la zona de intervención, de esta forma se propone un plan maestro integral, el cual muestre una composición la cual se unifique y mimetice entre unidades, pero al momento de enfocarse en cada unidad muestre una respuesta clara a cada una de las especificaciones de cada unidad, por esto se realiza una profundización que responda al análisis realizado, donde al final se plantea una propuesta que muestre una relación directa entre el mar-tierra-urbano y por otro lado una transición entre la zona del delta-urbano-mar. Cabe resaltar que adicionalmente este proyecto incluye la articulación de nodos de características patrimoniales tanto material como inmaterial y la re-naturalización equilibrada y funcional del área de intervención respetando las características especiales del paisaje de Riohacha.

The modification of the coastline in the city of Riohacha is a consequence of a bad management of the planning model and land use of the territory, showing an imbalance at the landscape level and a deficit of urban infrastructure, for this reason a rupture at the level has been fostered physical-spatial landscape and territory. In this sense, in relation to the urban section, river delta and the maritime border of the city, it seeks to rescue all the characteristics of the natural and cultural landscape of the city, which is why it is proposed to make a strategic proposal which includes a Landscape urban design that seeks the materialization of the pedestrian experience through each of the routes of the proposal, to achieve this it is carried out from the incorporation of landscape units, which allow a reinterpretation of each of the areas of the intervention area, in this way progress is made in a design scheme which responds to the needs of each section. During the process, the landscape units of the intervention area are identified, in this way a comprehensive master plan is proposed, which shows a composition which is unified and mimicked between units, but at the moment of focusing on each unit it shows a response clear to each of the specifications of each unit, for this reason a deepening is carried out that responds to the analysis carried out, where at the end a proposal is proposed that shows a direct relationship between the sea-land-urban and on the other hand a transition between the delta-urban-sea area. It should be noted that this project also includes the articulation of nodes with both tangible and intangible heritage characteristics and the balanced and functional renaturation of the intervention area, respecting the special characteristics of the Riohacha landscape.
