Afectación de la reserva regional forestal productora del Norte "Thomas Van Der Hammen"
Abstract
El proyecto de investigación aborda la posible afectación que se pueden generar en el borde norte de la capital con la recién nombrada Reserva Forestal Regional Productora del Norte de Bogotá D.C. “Thomas Van Der Hammen”, frente a la implementación del Plan de Ordenamiento Zonal de Norte. El área de estudio está ubicada en la Localidad de Suba al norte de la capital, incluye la unidad de planeamiento zonal La Academia y la unidad de planeamiento Rural del Norte.
Esta reserva fortalece el desarrollo sostenible, aportando al mayor y mejor uso sin afectar la zona de estudio. En este proyecto se analizan cuatro (4) factores a saber: nuevos usos del suelo, valor del suelo, expansión urbana y normatividad, buscando identificar las afectaciones que se pueden presentar en la Reserva Forestal debido a la implementación del POZ Norte y su armonización con el Plan de Ordenamiento Zonal “La Academia” y la Unidad de Planeamiento Rural del Norte. La problemática se visualiza, en primera instancia a partir del crecimiento urbano, lo que se traduce en decrecimiento ambiental, ya que la expansión urbana no es guiada de forma ecológica y sustentable.
La metodología a utilizar se verá reflejada a través de la elaboración de una base cartográfica en Arc View, trabajo de campo, estudio de las normas legales vigentes, análisis de información y obtención de conclusiones preliminares orientadas a aportar y mejorar la toma de decisiones de la gestión urbana con la aplicación de conocimiento en cuanto a la construcción de la ciudad. This research project addresses the possible effects that can be generated at the northern edge of the capital to the newly appointed Regional Production Forest Reserve North of Bogotá "Thomas Van Der Hammen," compared to the implementation of the Plan of Northern Zonal Planning. The area of study is located in the locality of Suba north of the capital, including the planning zonal unit “La Academia” and Rural Planning Unit of the North.
This reserve strengthens sustainable development, contributing to the highest and best use without affecting the area of study. In this project, four (4) factors are analyzed: new land use, land value, urban sprawl and regulations, seeking to identify the damages that may occur in the Forest Reserve due to the implementation of “POZ Norte” and its alignment with the new zonal legislation “The Academy" and Rural Planning Unit of the North. The problem is displayed, in the first instance from urban growth, resulting in environmental decline, as urban sprawl is not guided by ecological and sustainable way.
The methodology used will be reflected through the development of a map-based Arc View, fieldwork, study of current legal requirements, data analysis and preparation of
preliminary conclusions aimed at providing and improving decision-making of the urban management with the application of knowledge as to the construction of the city.
