Guía Metodológica para la Formulación de Proyectos Públicos de Infraestructura para la Secretaria Distrital de Ambiente de Bogotá D.C.

Abstract

El entregable es una Guía Metodológica para la formulación y gestión del alcance en la secretaria de Medio Ambiente de Bogotá cuyo objetivo es la identificación temprana de inconsistencia mediante el uso de diagramas de flujo que indican el paso a paso y un set de cuestionamientos que permiten obtener una valoración porcentual para identificar si cada uno de los 6 procesos del alcance están adecuadamente definidos. La propuesta pretende dar respuesta a la necesidad que tiene la Secretaria Distrital de Ambiente de la ciudad de Bogotá, de disponer un instrumento que permita a los gerentes de proyectos precisar adecuadamente el alcance de proyectos públicos de infraestructura. Inicialmente se presentan los antecedentes de la organización y se caracteriza el problema y sus posibles soluciones a través de la Metodología de Marco Lógico. Seguidamente se usan los conceptos e ideas de la guía de gestión de proyectos PMI Book para plantear el proyecto alrededor de la guía metodológica. El proyecto, muestra la implementación de los diferentes procesos de la guía PMBOK® , y su aplicación en la realización del proyecto dejando documentado los diferentes planes de gestión que permite ahondar de manera aplicada la gestión de proyectos y hacerlo visible en la estructuración de la guía metodológica para ser implementada en procesos de contratación en una entidad pública.

The "Methodological Guide for Scope Management in Infrastructure Projects of the Secretary of the Environment of Bogotá" is made up of a flow chart with the detailed steps in each of the 6 processes that make up the area of knowledge Scope Management; in such a way that a route to be followed is provided; in which the initial steps lead to a theoretical review of the processes, to then make a series of questions in which, according to the instructions for filling out the guide, fill in a box as a response in which it is indicated that so in agreement is with the questioning, based on the information of the project that is being analyzed. After feeding the answers in each process, the flow leads to the loading of the information and subsequent review of results in which, clearly and precisely, those issues that have to be revised, reformulated or correctly considered will be identified. For these questions in which the guide considers that it should be revised, improved and / or rethought, the Macro will present a series of aids that will allow understanding and refocusing each area and that will ultimately lead to an adequate approach to the general scope of the project. Finally, the results will be evidenced in a didactic way with a series of visual conventions that will be easy to identify and interpret; At the same time, quantitative results were presented in percentage form to confirm if the scope of the project was adequately formulated and corresponds to the objectives that the project pursues.
