Kotta: lineamientos para el ordenamiento territorial en el municipio de Uribía-La Guajira 2030

Abstract

En el municipio de Uribía, ubicado en el departamento de la Guajira, se ha presentado desde hace varios años y a raíz de la crisis migratoria de Venezuela, un crecimiento desmesurado y desorganizado del casco urbano, esto por medio de asentamientos informales no reconocidos por la SECRETARIA DE PLANEACIÓN MUNICIPAL, todo esto deriva en un gran déficit habitacional y de servicios que debe ser atendido cuanto antes. El municipio de Uribía se ha destacado por contar con rancherías dispersas a lo largo y ancho del área rural, donde el acceso se dificulta por la ausencia de vías construidas y por ende los servicios básicos como agua, salud y educación son deficientes o nulos. Con esta tesis se busca brindar una respuesta sustentable a la falta de desarrollo social, económico y urbano utilizando como motor la planificación urbana y el ordenamiento territorial. Sera primordial el uso de un instrumento de organización del territorio que nos permita trazar los lineamientos adecuados a la hora de establecer puntos de desarrollo específicos. Utilizando todas las herramientas a nuestro alcance y rescatando todo el potencial de anteriores proyectos, investigaciones y teorías urbanas se espera regular la forma en que los habitantes del municipio se establecen con una serie de estrategias, sugerencias e instrucciones que guíen a los beneficiarios de KOTTA.

In the municipality of Uribia, located in the department of La Guajira, there has been an excessive and disorganized growth of the urban area for several years and as a result of the migratory crisis in Venezuela, through informal settlements not recognized by the SECRETARY MUNICIPAL PLANNING, all this leads to a large housing and services deficit that must be addressed as soon as possible. The municipality of Uribía has stood out for having ranches scattered throughout the rural area, where access is hindered by the absence of built roads and therefore basic services such as water, health and education are deficient or null. This thesis seeks to provide a sustainable response to the lack of social, economic and urban development using urban planning and land use as an engine. It will be essential to use an instrument for organizing the territory that allows us to draw the appropriate guidelines when establishing specific development points. Using all the tools at our disposal and rescuing the full potential of previous projects, research and urban theories, it is hoped to regulate the way in which the inhabitants of the municipality establish themselves with a series of strategies, suggestions and instructions that guide the beneficiaries of KOTTA.
