Lineamientos, principios rectores y estrategias para la planeación de un plan de ordenamiento territorial zonal de Sopó Tocancipá y Gachancipá fundamentado en las teorías de la nueva ruralidad

Abstract

La presente investigación busca realizar un estudio de los modelos de ordenamiento territorial actuales que rigen los territorios rurales de la Sub Región Sabana Centro específicamente los municipios de Sopó, Tocancipá y Gachancipá para poder entender como es el funcionamiento y desarrollo de estos modelos de ordenamiento con miras a encontrar sus ventajas y falencias, y poder establecer una comparación entre la normativa, el estado actual del territorio y que tanto se cumplen los parámetros que estos establecen para el tratamiento del suelo rural, de manera paralela se hará la interpretación de los conceptos que plantea la Nueva Ruralidad y así tenerlo como punto de partida para el desarrollo de las estrategias para un nuevo modelo de ordenamiento territorial. Al obtener el diagnóstico del estado actual del territorio, su estructura ecológica, usos del suelo rural y estructura vial, del funcionamiento de los POTs (Planes de Ordenamiento Territorial) y la normativa vigente de cada municipio se realizara una matriz de recolección de datos facilitando la interpretación del territorio y sus puntos negativos en la aplicación de la normativa y distribución de los suelos, este diagnóstico dará las putas para poder generar una propuesta por medio del planteamiento de lineamientos, planes rectores y estrategias

The key of the present investigation its make a study of the actuals models of territorial order who rule the rural territory in the Sub Region Center Sabana specifically the municipalities of Sopó, Tocancipá and Gachancipá, to understand how it’s the functionality and development of the of this models of territorial order with a view of finding their advantages and failures, and make a comparison between the normative, the current state of the territory and how much the parameters who this normative establish for the treatment of the rural territory are respected, in a parallel way the interpretation of the concepts that New Rurality poses it’s gonna be made, and that’s the first step for the development of the strategy for a new model of territorial order. The results from the diagnostic of the current status of the territory, the ecologic structure, rural ground uses and road structure, the operation of the Land Use Plans and the current normative in the three municipalities, a data collection matrix will be made to facilitate the interpretation of the territory and their negative points in the way of how applied the normative and the distribution for the uses of the ground, this diagnostic brings the first points to generate a proposal through principles guiding, principles and strategies
