Propuesta ambiental para el plan de desarrollo municipal de Puerto Salgar período 2020-2024

Abstract

El presente documento titulado “PROPUESTA AMBIENTAL PARA EL PLAN DE DESARROLLO DEL MUNICIPIO DE PUERTO SALGAR PERÍODO 2020-2024”, es un estudio de caso realizado por los estudiantes de la carrera de Administración Ambiental de la Universidad Piloto de Colombia, el objetivo principal es aplicar las diferentes herramientas estudiadas en el curso de actualización de gestión Ambiental. El documento se estructura siguiendo la ruta propuesta en el esquema de los módulos realizados, aplicando el análisis de contenidos y las temáticas al estudio de caso para el municipio de Puerto Salgar Cundinamarca; de esta forma, el desarrollo de los capítulos es la siguiente: En el primer capítulo, el marco de referencia para la elaboración de la propuesta de la agenda ambiental municipal, en el segundo capítulo, la Caracterización y Evaluación Ambiental del municipio durante el periodo 2016-2019. El tercer capítulo la caracterización del marco legal que se ha estructurado para el municipio. En el cuarto capítulo, el análisis aplicado a la Estrategia de gestión integral del recurso hídrico. Finalmente la propuesta del componente ambiental para el plan de desarrollo del municipio período 2020 - 2024. Como resultado de esta ruta de análisis y de la evaluación de la calidad ambiental del municipio de Puerto Salgar, se presenta el diagnóstico ambiental en el que se han identificado problemáticas ambientales que están relacionadas a temas ligados a la gestión integral del suelo, a la gestión del recurso hídrico y la gestión integral de los residuos sólidos para los dos contextos territoriales, tanto en la zona urbana como en el sector rural. Con el objetivo de dar la debida atención a estas problemáticas, en este documento se propone el desarrollo de proyectos y medidas con enfoque ambiental, social y económico que buscan proteger, prevenir, corregir, mitigar y conservar el medio y los recursos naturales del Municipio, esto desde la perspectiva de hacer posible del desarrollo sostenible de Puerto Salgar.

Con base en lo anterior se ha realizado una propuesta ambiental para el Plan de Desarrollo del Municipio de Puerto Salgar 2020-2024, en el que se enfatizara en la implementación y ejecución de los proyectos propuestos.

The present document entitled “ENVIRONMENTAL PROPOSAL FOR THE DEVELOPMENT PLAN OF THE MUNICIPALITY OF PUERTO SALGAR PERIOD 2020- 2024”, is a case study carried out by the students of the Environmental Administration career of the Pilot University of Colombia, the main objective is to apply the different tools studied in the Environmental Management update course. The document is structured following the route proposed in the scheme of the modules carried out, applying the content analysis and thematic to the case study for the municipality of Puerto Salgar Cundinamarca; In this way, the development of the chapters is as follows: In the first chapter, the frame of reference for the elaboration of the proposal of the municipal environmental agenda, in the second chapter, the Characterization and Environmental Evaluation of the municipality during the period 2016 -2019. The third chapter characterizes the legal framework that has been structured for the municipality. In the fourth chapter, the analysis applied to the strategy of integral management of water resources. Finally, the proposal of the environmental component for the municipality's development plan period 2020 - 2024. As a result of this route of analysis and the evaluation of the environmental quality of the municipality of Puerto Salgar, the environmental diagnosis is presented in which 7 environmental problems have been identified that are related to issues related to the integral management of the soil, to the management of the water resource and the integral management of solid waste for the two territorial contexts, both in the urban area and in the rural sector. With the aim of giving due attention to these problems, this document proposes the development of projects and measures with an environmental, social and economic approach that seek to protect, prevent, correct, mitigate and conserve the environment and natural resources of the Municipality, this from the perspective of making possible the sustainable development of Puerto Salgar. Based on the above, an environmental proposal has been made for the Development Plan of the Municipality of Puerto Salgar 2020-2024, which will emphasize the implementation and execution of the proposed projects.
