Resignificación territorial : modelo alternativo de ocupación sostenible en Orocue, Casanare

Abstract

El presente documento tiene como fin, el desarrollo de la investigación RESIGNIFICACIÓN TERRITORIAL: DISEÑO DE UN MODELO ALTERNATIVO DE OCUPACIÓN SOSTENIBLE EN OROCUE, CASANARE, que pretende hacer un análisis profundo del territorio y sus problemáticas actuales enfatizado hacia lo rural, esto con el fin de diseñar un modelo de ocupación sostenible alternativo al pre-existente en la zona de estudio, a partir de criterios diferidos de conceptos teóricos como la nueva ruralidad, el lenguaje de patrones y las políticas de desarrollo rural de Organización de las Naciones Unidas para la Alimentación y la Agricultura (FAO) que permita activar y fortalecer las relaciones dinámicas de los actores y sistemas del lugar, desde la comprensión de la complejidad de un territorio con grandes oportunidades a futuro A lo largo del documento, se hace una reflexión acerca de la importancia de desarrollar el mundo rural dentro de las herramientas de planificación, se estructura el proceso de intervención desde la delimitación del polígono por condiciones excepcionales, la identificación de las problemáticas que más repercuten en el atraso de la ruralidad para posteriormente generar un diagnóstico y el estudio de autores que respaldan la posición teórica del proyecto. La sinergia de las distintas variables de análisis del lugar permite posteriormente, el planteamiento de una propuesta basada primero, en la experimentación a través del diseño del modelo de ocupación estructurado desde la síntesis de las posturas teóricas en las que se basa el proyecto y las necesidades arrojadas en el diagnóstico, segundo, implementando una metodología de intervención (a modo de resultado de la experimentación) en el ordenamiento que aporte a la construcción de territorios rurales planeado.

The purpose of this document is to develop the research TERRITORIAL RESIGNIFICATION: DESIGN OF AN ALTERNATIVE MODEL OF SUSTAINABLE OCCUPATION IN OROCUE, CASANARE, which intends to carry out an in-depth analysis of the territory and its current problems, emphasizing the rural, this in order to design a sustainable occupation model alternative to the pre-existing one in the study area, based on deferred criteria of theoretical concepts such as the new rurality, the pattern language and the rural development policies of the United Nations Food and Agriculture Organization. Agriculture (FAO) that allows activating and strengthening the dynamic relationships of the actors and systems of the place, from the understanding of the complexity of a territory with great opportunities for the future. Throughout the document, a reflection is made about the importance of developing the rural world within the planning tools, the intervention process is structured from the delimitation of the polygon by exceptional conditions, the identification of the problems that have the most repercussions in the backwardness of rurality to subsequently generate a diagnosis and the study of authors who support the theoretical position of the project. The synergy of the different variables of analysis of the place allows later, the approach of a proposal based first, on the experimentation through the design of the structured occupation model from the synthesis of the theoretical positions on which the project is based and the needs thrown into the diagnosis, secondly by implementing an intervention methodology (as a result of experimentation) in the order that contributes to the construction of planned rural territories.
