Análisis del discurso de la ley 100 de 1993 frente a la nueva reforma de la ley 1122, en relación con el servicio, la gestión y los usuarios

Abstract

El objetivo de este estudio fue realizar un análisis de discurso de tipo gramatical de tal manera que sea claro para el lector, haciendo explicito lo que quizás la ley tiene implícito en su discurso acerca de la ley 100 de 1993 y la reforma 1122 de 2007. Para ello se llevo a cabo la realización de una matriz categorial por medio de la cual se pone de manifiesto las normatividades y estructuras conformadas de acuerdo a la ley 100/93 y la reforma 1122/07, partiendo de un paralelo que permitiera la confrontación de dos leyes. De igual forma a partir de estos principios y de los bien llamados recursos o estructuras organizacionales que se evidencian tanto en la ley 100/93 como en la reforma 1122/07 en torno al sistema de seguridad social en salud, se identificaron tres categorías fundamentales que hicieron parte del análisis de discurso, siendo estas llamadas gestión, servicio y sujeto.

The aim of this study was to realize an analysis of speech of grammatical type in such a way that it is clear for the reader, making explicit what probably the law has implicit in his speech it brings over of the law 100 of 1993 and the reform 1122 of 2007. For it I carry out the accomplishment of a counterfoil categorial by means of which 100/93 and the reform reveals the normatividades and structures shaped of agreement to the law 1122/07, departing from the parallel one that was allowing the confrontation of two laws. Of equal form from this beginning and the so called well resources or structures organizational that are demonstrated so much in the law 100/93 as in the reform 1122/07 concerning the system of social safety in health, identified three fundamental categories that did part of the analysis of speech, being these called management, service and subject.
