Estudio de la complementación del estándar HL7 en la unidades móviles del proyecto de telemedicina de la Secretaría de Salud de Cundinamarca
Abstract
Este documento corresponde a los resultados de un estudio de implementación del
estándar HL7 en las unidades móviles del proyecto de telemedicina de la Secretaría
de salud de Cundinamarca, por medio del cual se logró determinar la viabilidad de
su implementación por medio de la descripción de los elementos necesarios para la
integración de las unidades móviles del departamento al proyecto de Telemedicina
de la Secretaría de Salud y la estructura de los mensajes que debiera tenerse en
cuenta para el intercambio de información.
El proceso de investigación se desarrolló en dos fases o procesos a saber: primera,
la revisión del modelo de gestión en salud en el departamento de Cundinamarca,
que incluye el Sistema de Información Unificado en Salud (SIUS), junto con la red
de telemedicina y los elementos de red que la componen; y segunda, la propuesta
de implementación en las unidades móviles de la red de telemedicina del estándar
HL7 para el intercambio de mensajes.
Se encontró que al revisar el funcionamiento del Sistema de Información Unificado
en Salud y la red de telemedicina de la Secretaría de Salud, estos operan de manera
independiente, es decir, los registros obtenidos por los equipos biomédicos de la
red de telemedicina no alimentan directamente el sistema de información en salud,
ya que este registro es realizado por el profesional encargado, por lo que una de las
recomendaciones presentadas es precisamente la integración entre los dos
proyectos usando además el estándar HL7. Para ser más precisos se recomienda
el estándar CDA HL7 V3, ya que no solamente se tiene en cuenta el intercambio de
mensajes entre los sistemas, sino también los documentos clínicos
correspondientes.
Por otro lado, se encontró que es posible utilizar HL7 para el intercambio de
mensajes con las unidades móviles, ya que estas operarían de manera análoga a
cómo opera actualmente un Sistema de Información Hospitalaria (Hospital
Information System – HIS) y además, los equipos biomédicos usados para el
proyecto tienen su correspondencia para el uso en unidades de atención como las
que se pretenden usar para las zonas de difícil acceso de Cundinamarca. Esta
información de los equipos requeridos en las unidades para brindar el servicio de
teleconsulta, teleradiología y tele electrocardiografía, se obtiene a partir de la
investigación de equipos biomédicos para el uso en unidades móviles por parte de
la empresa ITMS (International Telemedical Systems Colombia S.A.). This document corresponds to the results of an implementation study of the
