Evaluación post-ocupación del modelo arquitectónico (2008), para los comandos de atención inmediata – CAI, de la Policía Nacional en Bogotá

Abstract

Este trabajo de grado busca analizar las unidades básicas de prestación del servicio policial denominadas comandos de atención inmediata - CAI, las cuales se encuentran ubicadas en diversas zonas de la ciudad de Bogotá como lo son vías principales, parques, zonas comerciales y residenciales. Partiendo del modelo existente propuesto por el arquitecto Daniel Bonilla en el año 2008, se analiza y evaluar si estas responden a criterios de confort térmico, seguridad y accesibilidad, donde surge preguntarse si este prototipo es el más conveniente para la prestación del servicio policial, es así que a partir de realizar una evaluación post-ocupación, conocer las condiciones que ofrece este tipo de unidad policial, para sus ocupantes y usuarios. Mediante la ejecución de mediciones de temperatura, humedad relativa y punto de roció, análisis de trayectoria solar, comportamiento térmico de los materiales constructivos y encuestas a los ocupantes, esta información arrojo datos que permitieron conocer las condiciones y el comportamiento térmico al interior de esta edificación. El confort que el ser humano percibe en un lugar determinado, en la práctica resulta un fenómeno mucho más complejo de lo que pretenden hacernos creer muchos de los especialistas. La causa está en que intervienen a la vez parámetros y factores diversos, cosas que normalmente se olvidan y que resultan decisivas para este tema. (Serra, 1999, p. 13). Los resultados obtenidos en esta investigación permitieron identificar información cualitativa donde se recogieron y analizaron diversos datos que permitieron conocer y evaluar el comportamiento térmico del modelo existente, llegando a proponer soluciones con criterios de sostenibilidad en sistemas de climatización, aprovechamiento de energía producidas por aparatos electrónicos, implementación de energía solar y asilamientos térmico con materiales naturales. Esta evaluación post-ocupación realizada al caso estudio establecido dentro de la investigación proporcionará parámetros aplicables mediante un modelo que puede llegar a ser replicado en otros tipos de proyectos de similares características y condiciones, ejecutados dentro de la institución, permitiendo su implementación en futuros concursos públicos de consultoría de estudios y diseño técnicos, que permitan conocer el comportamiento térmico al interior de cualquier tipo de infraestructura física desarrollada posterior a su ocupación y de esta manera conocer si las estrategias planteadas por los diseñadores son las más acertadas.

This degree work seeks to analyze the basic units of police service provision called immediate attention commands - CAI, which are located in various areas of the city of Bogota such as main roads, parks, commercial and residential areas. Based on the existing model proposed by the architect Daniel Bonilla in 2008, it is analyzed and evaluated if these respond to thermal comfort, safety and accessibility criteria, where the question arises whether this prototype is the most suitable for the provision of police service, so from performing a post-occupancy evaluation, to know the conditions offered by this type of police unit, for its occupants and users. Through the execution of temperature, relative humidity and dew point measurements, solar trajectory analysis, thermal behavior of construction materials and occupant surveys, this information yielded data that allowed us to know the conditions and thermal behavior inside this building. The comfort that the human being perceives in a given place, in practice is a much more complex phenomenon than many specialists would have us believe. This is due to the fact that 15 several parameters and factors intervene at the same time, things that are usually forgotten and that are decisive for this subject. (Serra, 1999, p. 13). The results obtained in this research allowed the identification of qualitative information where diverse data were collected and analyzed that allowed to know and evaluate the thermal behavior of the existing model, proposing solutions with sustainability criteria in air conditioning systems, use of energy produced by electronic devices, implementation of solar energy and thermal insulation with natural materials. This post-occupancy evaluation of the case study established within the research will provide applicable parameters through a model that can be replicated in other types of projects of similar characteristics and conditions, executed within the institution, allowing its implementation in future public tenders for technical studies and design consultancy, which will allow to know the thermal behavior inside any type of physical infrastructure developed after its occupation and thus to know if the strategies proposed by the designers are the most successful.
