The main objective of the aforementioned descriptive research was to identify the tax benefits that the municipalities of Funza, Madrid and Mosquera offered to the activities developed by SUMITRANS SAS. This study focused specifically on territorial taxes related to commercial activity and sought to establish which of the three selected municipalities offered the best conditions in terms of industry and commerce tax. To achieve this objective, the research began with a territorial regulatory validation. It was important to mention that the territorial tax framework was a set of rules and principles that regulated the tax system in a specific territory, in this case, in the municipalities of Funza, Madrid and Mosquera. Once the theoretical framework was established, the research compared and analyzed which of the three selected municipalities offered better conditions in relation to the industry and commerce tax on commercial activity. The purpose of the research was to demonstrate the preferential tax treatment and its contribution to the competitive advantage and greater commercial settlement in the municipalities of Funza, Madrid and Mosquera, within the western savannah province of the Department of Cundinamarca. Although the tax rate was an important factor, it was necessary to consider other tax incentives that could affect the final decision. For example, in all municipalities there was a 15% tax on signs and boards, which had to be taken into account as an additional cost for commercial activities in those places. In this case, both Madrid and Mosquera offered incentives to hire local people, which could translate into a direct reduction of the tax payable in these municipalities. These additional factors, such as incentives to hire local population, should be considered together with the tax rate and the tax on signs and boards when evaluating the tax conditions for commercial activity. Analyzing all these elements together would make it possible to determine which of the municipalities offered the best tax conditions for the commercial sector. The firefighter surcharge was also an important factor to consider. In addition to the tax rate, the fire tax surcharge could also affect the total cost of taxes to be paid by the company. In this case, Mosquera had an intermediate fire tax rate, while Madrid had the highest rate. On the other hand, Funza had the lowest rate, but did not offer additional tax incentives. The tax incentives offered by Madrid and Mosquera were similar, however, Madrid had an additional advantage by offering an incentive for both companies hiring men over 40 and those hiring women over 40. In contrast, Mosquera only offered this incentive for women over 40. In terms of taxation, Funza was the most favorable municipality. Taking into account the information gathered on the difference in tax rates, tax incentives and the firefighter surcharge rate, it could be concluded that Funza was the most favorable municipality to open the commercial establishment of SUMITRANS SAS.en
