Construcción de Tres (3) Pozos Profundos para el Municipio de Maicao, La Guajira

Abstract

Debido al déficit de oferta del servicio de agua potable causado por el crecimiento poblacional acelerado que presenta la zona urbana del municipio de Maicao en La Guajira, la Alcaldía Municipal vio como necesario la construcción de tres (3) pozos profundos para captar agua subterránea y mitigar las complejas dificultades socioambientales de este territorio que se traducen en: i) una única fuente hídrica de caudal no constante (Río Carraipía), ii) largas e intensas temporadas de sequía y iii) la baja cobertura de abastecimiento de agua potable que no cubren a la toda la población. Para eso, adjudicó el contrato de construcción de obra a la empresa Obra Vertical SAS. De ahí que, esta investigación tenga por objetivo realizar la construcción de tres (3) pozos profundos con conexión al sistema de almacenamiento de la empresa de Servicios públicos AGUAS DE LA PENINSULA S.A, necesarios para el aumento de la cobertura del servicio de agua potable en el municipio de Maicao - La Guajira, en un tiempo de 264 días entre febrero y diciembre de 2023. El diseño metodológico se desarrolló a partir de una investigación de tipo explicativo y con método deductivo, través de observación directa y revisión documental de los estudios de prefactibilidad y factibilidad realizados previamente. Para la fecha del 7 de marzo de 2023, se realizaron avances concentrados en planificación del proyecto y ejecución de las actividades de la fase de preliminares que tiene un plazo para finalizarse el 22 de marzo del 2023. En conclusión, dicha construcción de los pozos tendría una ejecución rápida a mediano plazo y un costo total de $ 2.713.748.400 pesos colombianos. Además, se espera que para el mes de diciembre el municipio de Maicao tenga una obra culminada al 100% que permita el abastecimiento de agua potable en el municipio y que el proyecto siga ejecutándose bajo la supervisión de los entes ambientales y acorde a los planes de gestión que fueron diseñados a lo largo del documento bajo el marco de la Metodología PMBOK.

Due to the supply deficit of the drinking water service caused by the accelerated population growth that the urban area of the municipality of Maicao in La Guajira presents, the Municipal Mayor's Office saw it as necessary to evaluate the market, technical, financial, social and environmental viability together with the respective management plans for the construction of deep wells to capture groundwater and mitigate the complex socio-environmental difficulties of this territory that result in: i) a single water source with an inconstant flow (Carraipía River), ii) long and intense seasons of drought and iii) the low coverage of drinking water supply that does not cover the entire population. For this, it awarded the contract for preliminary studies and construction work to the company Obra Vertical SAS. Hence, this research aims to carry out the construction of three (3) deep wells with connection to the storage system of the public service company AGUAS DE LA PENINSULA S.A, necessary to increase the coverage of the drinking water service in the municipality of Maicao - La Guajira, in a period of 264 days between February and December 2023. The methodological design was developed from an explanatory investigation and with a deductive method, through direct observation and documentary review of the studies of pre-feasibility and feasibility previously carried out. On the date of March 7, 2023, concentrated progress was made in planning the project and executing the activities of the preliminary phase, which has a deadline to end on March 22, 2023. In conclusion, said construction of the wells would have a rapid execution in the medium term and a total cost of $2,713,748,400 Colombian pesos. In addition, it is expected that by the month of December the municipality of Maicao will have a 100% completed work that will allow the supply of drinking water in the municipality and that the project will continue to be executed under the supervision of the environmental entities and in accordance with the plans of management that were designed throughout the document under the framework of the PMBOK Methodology.
