La participación en la plusvalía y su potencial como reductor del déficit de vivienda en la ciudad de Villavicencio

Abstract

Se realiza un análisis descriptivo del instrumento de participación en plusvalías, en el contexto de la normatividad en Colombia y en específico en la ciudad de Villavicencio, el cual se alimenta por referencia de experiencias exitosas en el cobro en Latinoamérica. Esto se contrasta con los resultados obtenidos mediante la aplicación de la metodología cualitativa desarrollada sobre entrevistas a expertos en el tema en la ciudad de Villavicencio y con el resultado del análisis de la correlación entre el comportamiento de la plusvalía durante el periodo 2008-2020 y la dinámica de licencias de construcción en metros cuadrados en el mismo periodo, este análisis permite evidenciar que en Villavicencio hace falta reglamentar el destino de los recursos recaudados por plusvalía, mejorar la participación ciudadana en estos procesos y realizar actualización catastral para que el instrumento se consolide como una fuente de recursos importante que pueda apalancar proyectos de vivienda de interés social que contribuyan en la disminución del déficit cuantitativo y cualitativo de vivienda que según el DANE, en 2018 fue de 3,65% y 20.03% respectivamente.

A descriptive analysis of the capital land value capture instrument is made, in the context of the regulations in Colombia and specifically in the city of Villavicencio, which is fed by reference to successful experiences in the collection of capital gains in Latin America. This is contrasted with the results obtained through the application of the qualitative methodology developed on interviews to experts on the subject in the city of Villavicencio and with the result of the analysis of the correlation between the behavior of the land value capture during the period 2008-2020 and the dynamics of construction licenses in square meters in the same period, this analysis allows evidencing that in Villavicencio it is necessary to regulate the destination of the resources collected by land value capture, improve citizen participation in these processes and carry out cadastral updating so that the instrument is consolidated as an important source of resources that can leverage social interest housing projects that contribute in the decrease of the quantitative and qualitative housing deficit that according to the DANE, in 2018 was 3.65% and 20. 03% respectively.
