Humanización de la gestión urbana, paisaje cultural social del territorio: Estudio de caso Veracruz, Cumaral-Meta.

Abstract

La contextualización de la humanización en la gestión urbana con enfoque cultural/social del territorio, se aborda desde la historia oficial y la memoria del paisaje cultural/social, en la interacción espacial geográfica del territorio que se explora, lo observo como un territorio urbano-rural-urbano e identifico la des-conceptualización de la gestión urbana desde tres enfoques: el primero la des-humanización como ruptura cultural/social que lleva a la desintegración etnoestética del territorio (Taborda, 2013); el segundo la des-limitación, determinada por la insensibilidad estética en la arquitectura, y el tercero la des-territorialización en la planificación urbana-rural-urbana influenciada por la economía. Explorar un territorio implicó interpretar las normas que lo rigen, la forma urbana del territorio actual y la influencia cultural que determina el comportamiento ocupacional del territorio; implicó también reconocer los espacios propios de los llaneros colombianos como territorio fundacional, observar los espacios de los afrodescendientes colombianos como territorio migratorio; por lo tanto implicó la necesidad de categorizar el espacio y lugar que forman parte de la propuesta de calidad humana orgánica en la humanización de la gestión urbana. El método propuesto y aplicado en tres lineamientos metodológicos R-E-V Relatoría, Entrevista y Visita, enfatizó la postura crítica en el territorio que mantiene su desarrollo espacial en el paisaje cultural/social como solución a las problemáticas espaciales de la gestión urbana, en los territorios urbano-rural-urbano que sustentó el proceso en la humanización de la gestión urbana.

The contextualization of humanization in urban management with a cultural / social approach to the territory, is approached from the official history and the memory of the cultural / social landscape, in the geographical spatial interaction of the territory that is explored, I observe it as an urban territory- rural-urban and I identify the de-conceptualization of urban management from three approaches: the first, the de-humanization as a cultural / social rupture that leads to the ethno-aesthetic disintegration of the territory (Taborda, 2013); the second de-limitation, determined by aesthetic insensitivity in architecture, and the third de-territorialization in urbanrural-urban planning influenced by the economy. Exploring a territory implied interpreting the rules that govern it, the urban form of the current territory and the cultural influence that determines the occupational behavior of the territory; it also implied; recognize the spaces of the Colombian llaneros as foundational territory, observe the spaces of Colombian Afro-descendants as migratory territory; therefore it implied the need to categorize the space and place that are part of the organic human quality proposal in the humanization of urban management. The method proposed and applied in three methodological guidelines REV Rapporteurship, Interview and Visit, emphasized the critical position in the territory that maintains its spatial development in the cultural / social landscape as a solution to the spatial problems of urban management, in urban territories- rural-urban that supported the process in the humanization of urban management.
