Revitalización urbana para dignificar los servicios de alto impacto en el barrio Santa Fe, Bogotá-2021

Abstract

La presente investigación estudia el tema de la dignificación de los servicios de alto impacto, especialmente la prostitución, con una propuesta de revitalización urbana en la línea de paisaje, lugar y territorio; localizado en la ciudad de Bogotá, entre la calle 16 y la calle 18 y la carrera 15 y 17. El problema que se plantea resolver con la investigación se basa en la norma de la Secretaria distrital de Planeación en el decreto 469 de 2003 en su artículo 230 donde adiciono a las áreas de actividad de comercio y servicios la categoría de ZONAS ESPECIALES DE SERVICIOS DE ALTO IMPACTO, zonas que se caracterizan por sus problemáticas sociales, el abandono del espacio público y el deterioro de las edificaciones, esto debido a que las principales actividades que allí se desarrollan son actividades ligadas al trabajo sexual, su uso y comercio, como consecuencia estas zonas se destacan por la inseguridad, la exclusión social generada por estas actividades y la falta de apropiación por el lugar. Con el fin de solucionar el problema se tiene como objetivo general diseñar el proyecto de significación del espacio urbano mediante instrumentos de gestión urbana como la renovación y revitalización espacial, con el fin de dignificar trabajos como la prostitución y demás relacionados con los servicios de alto impacto. Para lograr esto se desarrolla una metodología sistemática, la cual es un tipo de metodología por medio de la cual se estudia las problemáticas de las interacciones sociales de un sector determinado, mediante la cual se busca explicar la estructura teórica del proyecto, la investigación, teorización, caracterización y organización de los objetivos del proyecto. Con base en el análisis de referentes teóricos como Rem Koolhaass, Jane Jacobs e Ian Bentley se puede decir que el cambio físico de un espacio a nivel urbano y arquitectónico, es un factor influyente a la hora de medir la percepción del mismo por parte de la población residente y flotante, así mismo al hablar de una revitalización urbana debemos tener en cuenta que con certeza no sabremos si se dignifico de inmediato el trabajo de la prostitución, pero esta dignificación si se puede garantizar mediante la mejora de la infraestructura física, generando así un mejor ambiente laboral para trabajadores y usuarios.

In order to solve the problem, the general objective is to design the project for the significance of urban space through urban management instruments such as spatial renewal and revitalization, in order to dignify jobs such as prostitution and others related to high-impact services . To achieve this, a systematic methodology is developed, which is a type of methodology through which the problems of social interactions in a given sector are studied, through which it is sought to explain the theoretical structure of the project, research, theorization , characterization and organization of the project objectives. Based on the analysis of theoretical references such as Rem Koolhaass, Jane Jacobs and Ian Bentley, it can be said that the physical change of a space at an urban and architectural level is an influential factor when it comes to measuring the perception of it by the public. resident and floating population, likewise when talking about an urban revitalization we must bear in mind that with certainty we will not know if the work of prostitution was immediately dignified, but this dignification can be guaranteed by improving the physical infrastructure, thus generating a better work environment for workers and users.
