Centro cívico cultural como hecho colectivo de memoria, reconocimiento y reactivación del patrimonio inmueble del Voto Nacional

Abstract

Este proyecto de grado se funda en explorar, examinar y analizar el patrimonio inmueble existente en el Barrio Voto Nacional ubicado en el centro de la ciudad de Bogotá; buscando formas proyectuales para poder reactivar, mejorar y establecer una relación armónica, entre el patrimonio existente, el comercio informal y los habitantes de la zona. En consecuencia, se plantea una investigación que evalúa las configuraciones para activar el patrimonio, refuncionalizarlo a través de un centro cívico cultural; esto se lleva a cabo a través de una propuesta de plan zonal urbano la cual, genere mejores condiciones de vida a esta zona, organizando y ejecutando un espacio público que consolide una evocación a la memoria histórica del lugar, el cual condicione (para que todo ello permita entender) el patrimonio inmueble existente y su riqueza cultural y social en el espacio periférico del centro histórico de la ciudad.

Este trabajo indaga y pone en cuestión la memoria, entendida como hecho histórico arquitectónico que marco el espacio temporal de un lugar, y la memoria que actúa (como parte activa del ejercicio creativo en el proceder de la arquitectura) en pro de la consolidación de la manera de producir arquitectura. Se apuesta con este método acudir a temas autorreferenciales de la arquitectura y su teoría, además se ponen en tensión y reflexión mecanismos proyectuales de la arquitectura y, aunque los elementos tomados hacen parte de interdisciplinaridades, se busca la alusión reflexiva hacia la arquitectura. Esta investigación, se basa en las derivaciones que implica trabajar sobre la memoria, el patrimonio y el lugar como ejes estructurantes de una intervención urbano-arquitectónica, con los cuales se llevará a cabo un proyecto que responda a estas determinantes planteadas; no obstante, el tema se destaca por la convergencia entre lo que es la memoria del lugar, sus dinámicas territoriales y comunitarias, así como por la relación entre el patrimonio y su desarrollo proyectual integral que articule lo nuevo con lo existente.

Cumpliendo con el objetivo general que es proyectar un Centro Cívico y Cultural en el Voto nacional, que recupere el patrimonio mueble e inmueble y la memoria urbana de este sector; como resultados del mejoramiento sectorial de una pieza de la ciudad, un espacio de memoria que mejore el espacio público, sume zonas verdes que amortigüen la contaminación existente, espacio con mixtura de usos entre lo cultural, comercial y lo social, activando las plazas existentes en el sector

The general objective of this degree work is based on searching, examining and analyzing the existing real estate in the Barrio Voto Nacional located in the center of the city of Bogotá; looking for project forms to be able to reactivate, improve and establish a harmonious relationship between the existing heritage, informal commerce and the inhabitants of the area. An investigation is proposed that assesses the configurations to activate the heritage and how to re-functionalize it through a civic-cultural center, the proposal of the urban zonal plan is carried out that, from better living conditions to this area, organizes and executes a public space and of evocation to the historical memory of the place, which conditions the existing real estate heritage and its cultural and social wealth in the peripheral space of the historic center of the city. This work investigates and questions the memory and the memory that acts in favor of the consolidation of the way of proceeding when making architecture, with this method selfreferential themes are committed, that is, through architecture and its theory are put into tension and reflection projectual mechanisms of architecture, and although the elements taken are part of interdisciplinarities, they seek a reflective allusion to architecture. This research is based on the derivations involved in working on memory, heritage and the place as structuring axes of an urban-architectural intervention, with which a project will be carried out that responds to these proposed determinants; However, the theme stands out for the convergence between what is the memory of the place, its territorial and community dynamics, as well as between the heritage and its integral project development that articulates the new with the existing. Fulfilling the general objective that is to project a Civic and Cultural Center in the national vote, that recovers the movable and immovable heritage and the urban memory of this sector; As a result of the sectoral improvement of a part of the city, a memory space that improves public space, adds green areas that buffer existing pollution, a space with a mixture of uses between the cultural, commercial and social, activating the existing squares in the sector.
