Acciones para reducir el estado de vulnerabilidad por exposición, por amenaza de movimiento en masa , del desarrollo San Martín en la localidad Rafael Uribe Uribe, Bogotá D.C.

Abstract

Las construcciones donde habitan las familias del Desarrollo San Martín de la localidad Rafael Uribe Uribe, se encuentran en un sector de ladera, edificadas sin contar con las normas de sismoresistencia y en zona de alto riesgo por remoción en masa, configurando alta vulnerabilidad para las construcciones y sus ocupantes. En esta monografía, se analiza y evalúa el estado de vulnerabilidad por amenaza de movimientos en masa del Desarrollo San Martín de la Localidad Rafael Uribe Uribe; teniendo en cuenta, que el riesgo que enfrentan las poblaciones más vulnerables de la sociedad, en este caso los habitantes del Desarrollo San Martín, es un problema social y ambiental que debe ser considerado al momento de pensar en la Gestión Ambiental Urbana como conjunto de acciones que mejoren la convivencia de los habitantes de las ciudades con el entorno en el que habitan. Es así, que para adelantar esta evaluación, la metodología usada fue la encontrada en la “Guía Metodológica para estudios de amenaza, vulnerabilidad y riesgo por movimientos en masa” del Servicio Geológico Colombiano; mediante esta metodología, se estudió la información básica, reuniendo la cartografía existente, definiendo el tamaño de la zona donde se adelantó el estudio del caso, para luego adelantar el análisis de la amenaza y de la vulnerabilidad por exposición, identificando y localizando los elementos expuestos, para su posterior caracterización en toma de decisiones; se calculó el riesgo y las pérdidas directas e indirectas, se evaluó el riesgo a partir de la vulnerabilidad por exposición; del resultado de esta evaluación, se obtuvieron conclusiones y recomendaciones acordes con la mitigación de este riesgo, para proponer acciones, medidas estructurales y no estructurales, que permitan reducir la vulnerabilidad por exposición a la amenaza de movimientos en masa, presente en el Desarrollo San Martín de la Localidad Rafael Uribe Uribe.

The constructions where the families of the San Martín Development of the Rafael Uribe Uribe locality live, are located in a hillside sector, built without having the earthquake resistance norms and in a high-risk area for mass removal, configuring high vulnerability for the constructions and its occupants. In this monograph, the vulnerability status is analyzed and evaluated due to the threat of mass movements of the San Martín development of the Rafael Uribe Uribe Town; taking into account that the risk faced by the most vulnerable populations of society, in this case the inhabitants of the San Martín development, is a social and environmental problem that must be considered when thinking about Urban Environmental Management as a set of actions that improve the coexistence of the inhabitants of the cities with the environment in which they live. Thus, to advance this evaluation, the methodology used was the one found in the “Methodological Guide for studies of threat, vulnerability and risk by mass movements” of the Colombian Geological Service, through this methodology, the basic information was studied, gathering the Existing mapping, defining the size of the area where the case study was carried out, an analysis of the threat and vulnerability by exposure was carried out, identifying and locating the exposed elements, for subsequent characterization in decision making; risk and direct and indirect losses were calculated, risk was assessed based on exposure vulnerability; from the result of this evaluation, conclusions and recommendations were obtained in accordance with the mitigation of this risk, in order to propose strategies, structural and non-structural measures that allow reducing vulnerability due to exposure to the threat of mass movements, present in the San Martín development from the Rafael Uribe Uribe Town.
